As The Care Act 2014 enters into its 10th year of implementation, it remains the cornerstone of adult safeguarding in the UK.

While significant improvements have been made since its introduction, ongoing challenges persist in protecting the most vulnerable adults. Recent guidance from the Local Government Association underscores the need for strong partnership working, especially in light of the Integrated Care Systems, to ensure that at-risk adults receive the comprehensive support they need.

With strong socio-economic headwinds, exacerbated by the cost-of-living crisis, vulnerable adults face increasing risks. NHS Digital & ONS Data shows a steady annual increase in safeguarding issues & enquiries:

  • 192,090 Section 42 cases opened during 2023-2024, an increase of 0.5% from 2022-23
  • 615,530 concerns of abuse reported during that period—a 5% rise from the previous year
  • According to Age UK, nearly half a million people aged over 65 are susceptible to abuse or neglect
  • ONS data reveals that, on average, 77 female victims per year have been killed by a partner or ex-partner over the last decade.

At the Adult Safeguarding Conference 2025, experts from across the public and voluntary sectors will come together to discuss the latest strategies and initiatives to enhance safeguarding practices.
