2026 Overview

In 2024, the HMICFRS, the college of policing, and the IOPC published a response to the super-complaint submitted by the Suzy Lamplugh Trust. The report made key recommendations including that stalking and harassment are defined clearly, improvements are made to investigations and training, and that there is an increased use of Stalking Protection Orders. Over a year on, with an independent review now being led by Richard Wright KC, it is clear that the fundamental issues raised in recent years persist.

To cultivate an effective, trauma-informed response to stalking, practitioners and agencies must have a clear understanding of victim experiences, high-quality investigative practice, and robust pathways for protection and support which can only be achieved through effective multi-agency approaches. The rise in online and cyberstalking has added further complexity, making it harder for frontline professionals to track patterns of behaviour and intervene before harm escalates. For many victims, the digital dimension prolongs their exposure to risk and increases the psychological impact, yet responses have not fully adapted to this evolving landscape.

  • 2.9% (around 1.4 million people) had experienced stalking in the last year (CSEW, 2025)
  • 20.2% of women experience stalking compared with 8.7% of men, and 8.8% of those aged 16 to 19 experience stalking compared with 2.6% of those aged 45 to 54 (CSEW, 2024)
  • Stalking has been a factor in 94% of domestic homicides (Suzy Lamplugh Trust)
