Tackling Fraud in the Public Sector 2025: Developing a Counter-Fraud Culture

Overview

In September 2023 the Public Accounts Committee (PAC) warned that the Government’s current system of fraud measurements does not tell us where the problems are, or which public bodies are most affected. Moreover, it was reported by the PAC that in 2022-23, the Government also lost somewhere between £2.5 billion to £28.5 billion to fraud and error. Public sector entities need to review policies and practices to foster a culture of counter-fraud using dynamic, innovative and collaborative techniques.

  • The government currently estimates that fraud and error in the public sector costs between £33–£59 billion per year, excluding COVID-19 schemes (GOV UK)
  • The National Fraud Authority (NFA) estimates that fraud costs the public sector around £21 billion per year, which is 55% of the total fraud loss in the UK (GOV UK)
  • £1.27 billion is lost annually to fraud, bribery and corruption in the NHS (Transparency UK)
  • PSFA found that even without specific measures of fraud and error risk, 27% of the organisations it assessed showed clear signs of a mismatch between their resources and risk. (PSFA)
