Across the professional landscape, there is an imbalance of gender equality in leadership as women make up only 32.2% of senior leadership positions (WEF, 2023). Foundations for female leadership must be developed to stabilise this disparity and pave the way for inspirational leaders. We invited Penny Horner-Long, Director, Head of Government Grants Management Function and Chair of Staff Board at the Cabinet Office, to speak about this topic at our Women in Public Sector Leadership Conference 2023. Penny oversees the grants management function and digital and data teams across the government. This role involves managing significant government funding, amounting to around £118 billion annually (Capita), and spearheading transformation in efficiency, productivity, and diversity in leadership.

“Supporting women’s progression in leadership has been a cornerstone of my career. I’ve been involved in mentoring and women’s network groups, striving to help women succeed by sharing my experiences and fostering an environment where they can thrive. Women often underestimate their potential and shy away from open discussions about what it takes to succeed. Here are some insights and advice from my journey.

Firstly, understanding the key challenges in senior leadership today is crucial. In the civil service, we must do more with less, support team effectiveness and well-being in high-pressure environments, and navigate hybrid working models. Proficiency in digital and data insights and fostering inclusive cultures are essential competencies for future leaders.

Reflect on your career priorities and strengths. Focus on what you excel at and build on those strengths. Develop a clear roadmap for your career, accepting that it may not be linear and may include periods of plateau or change due to personal circumstances, such as family commitments.”

Key skills for Leadership

“Being bold and ambitious is essential. Women often hesitate to pursue opportunities until they feel perfectly prepared. Embrace opportunities for mentoring and development, and seek mentors both within and outside your immediate circle. I have multiple mentors, including a reverse mentor, who challenge and support me.

Flexibility and self-kindness are crucial. Life’s unpredictability means that career paths may need to adapt to personal circumstances. Open conversations with senior leaders about your ambitions and the need for work-life balance are essential.

Address inappropriate behaviours and ensure you are seen and heard in the workplace. Preparation for important conversations and practising with mentors can strengthen your case and build confidence.

Generosity with your time and experiences helps support other women. Sharing your career journey, both the successes and challenges can provide valuable insights and encouragement.”

Finding Balance to Achieve Our Career Goals

“My career journey has not been straightforward. I did not initially plan to join the civil service, but I found a role that grew into a fulfilling career. The civil service has provided me with purpose and flexibility to balance work and personal life.

For women, having a holistic view of life, understanding what makes us tick, and owning our career paths is essential. By being bold, flexible, and generous, we can set the foundations for future leadership progression and ultimately achieve our career goals.”
